What this covers

The paperwork chain that turns a scrapped car into legally sellable parts: proof that the yard is an authorised treatment facility, that the donor vehicle entered the system lawfully, that it was depolluted, and that every part on the shelf can be traced back to the vehicle it came off.

How it works in ELVPro

Facility and authorisation records

Each treatment facility carries its authorisation type and validity dates, and ELVPro checks that authorisation against the date it is being used for — not merely against today.

Vehicle intake

A donor vehicle is registered with its identifiers, its origin and its legal basis before anything is removed from it. A depollution checklist tracks the fluids and components that must come out first.

Part-level provenance

Every part links to its donor vehicle and to a removal event — which facility removed it, and when. A part with no traceable donor is not a part ELVPro will publish.

An explainable rule engine

Before a listing goes public, a versioned, effective-dated rule pack is evaluated: operator verified, facility identified, facility authorised on the removal date and on the publication date, donor vehicle present, removal event present, depollution complete, technical assessment present, safety-critical parts assessed to a higher standard, and any AI-drafted assessment approved by a human. Each rule returns a stable code, the legal source it comes from, a plain-language explanation and the action that would fix it.

A stored verdict

The result is written to the part as a compliance snapshot, so what was known at publication time stays on the record instead of being recomputed later.

Certificates and registers

Certificates of destruction, a sequentially numbered operational register and mass-balance reporting are generated from those same records — not re-keyed into a separate spreadsheet.

On the statutory clocks the Romanian deadlines for registering and treating an end-of-life vehicle are tracked per vehicle, so a slipping deadline is visible before it is breached.

Why it matters

Directive 2000/53/EC and the Romanian legislation implementing it allow only authorised facilities to dismantle end-of-life vehicles and issue certificates of destruction. A buyer, an auditor or an authority asking "where did this part come from?" needs an answer that holds up — and the yard needs to give it without keeping a parallel paper archive.

What we don't claim

ELVPro does not issue your authorisation and cannot make an unauthorised operation compliant. The rule pack currently encodes the Romanian and EU rules; other jurisdictions arrive as their own scoped packs. Yards start with the gates in warning mode, so you can see exactly what would be blocked before anything is blocked.
